Someone was taping what appears to be crowds waiting for a parade, when the earthquake hit. IMHO, this quake seems longer than usual. You can also tell by the shaking of the camera, all the strong aftershocks that hit just during this 4 minute clip.
You can hear the announcement in Japanese, then English informing guest there was an earthquake and what to do.

I have to say, I am amazed at how calm the guests remain, even during the aftershocks. I can't imagine guests at WDW being so well behaved. We'd either badger the CMs for information and/or insist on leaving the area. It seems like Americans as a culture have ADD. ;)
The other thing that surprises me, which doesn't appear to have anything to do with the earthquake if the high number of people wearing those paper surgical masks.
Kudos to the CMs. You see them jump into action, then remain calm and attentive to guests.
