Were there ever passholder rates for value resorts in the Aug 1 - 4 range?

Yes, in years past there have been both annual pass rates and general public discounts in the beginning of August; however in the last year or so, Disney released rates for Deluxes and DVC for the dates you noted and then values later in the month.
